Sex Offender Charged In Bathroom Stall Incident

Ski Mask, Gloves, Duct Tape Allegedly Found In Suspect's Bag During Arrest

BOSTON (WBZ) ― A sex offender is accused of a very disturbing crime in Braintree. According to police, David Flavell, of Brockton, peered into a stall in the women's bathroom at the Borders bookstore last month.

Police say a Holbrook woman was in the stall and reported the incident to the authorities.

After the initial report, police looked back at the store's surveillance tape and noticed the suspect looked like a man who was being investigated for making obscene phone calls to the Connecticut Child Protective Service hotline back in 2006. According to officials, Flavell allegedly placed those calls from payphones in the vicinity of the Borders bookstore.

On Tuesday, the victim was shown a photo array of suspects by police. She positively identified Flavell as the man who stuck his head into the stall she was in at the bookstore.

Later that day, police say a Brockton woman called and said she saw the picture police posted on the Mass. Most Wanted Web site and identified the suspect as Flavell.

The Brockton man was arrested at a nearby doughnut shop and charged with annoying and accosting a person sexually and disorderly conduct. "Although the two charges against Flavell are misdemeanors and not very serious offenses in the scheme of things, we consider his actions extremely serious and Flavell a very dangerous individual," stated Deputy Chief Russell Jenkins.

Upon his arrest, police say he was found carrying what is believed to be the same black bag he had on during the incident at Borders. When police looked inside the bag, they allegedly found three pairs of work gloves, a black ski mask and a roll of duct tape.

Flavell will be arraigned in Quincy District Court on Wednesday.
