Prisoner Killed During Trash Pick-Up Duty On Cape

MASHPEE (WBZ) ― One inmate was killed and a second was critically injured when they were hit by a car during trash pickup duty on the Cape Thursday morning.

The Barnstable County Sheriffs Department said Daniel Price, 21, of Marstons Mills, fell asleep at the wheel on Route 28 in Mashpee, ran off the road, and struck the two inmates around 9:30 a.m.

Emmanuel Moniz, 30, of New Bedford, was killed. Mark Joiner, 32, of Yarmouth, was rushed to Brigham and Women's Hospital in Boston in critical condition.

A third inmate who was working at the scene was not hurt.

Price has not been charged at this point in the investigation.

Sheriff James Cummings said the deputy and the cleanup crew had followed all safety precautions prior to the crash, adding that the inmates were all wearing bright orange vests. But Cummings has suspended the program for a week to review procedures.

Cummings said Moniz was scheduled to be released from prison soon.
