Snow plows were out in force in Worcester where crews were scrambling during the day to make clean up after an ice storm just in time for a major storm on New Year's Eve.

Many cities and towns are plowing through their snow budgets. After Wednesday's storm, Harvard expects to be in deficit spending, which the town hasn't had to do to in several years.
Littleton was 77 percent through its snow budget going into Wednesday's storm, and it will be in the red starting next week.
It's also adding up to be a perfect storm for town administrators, who are dealing with expected cuts in state aid at the same time.
Littleton's finance director Bonnie Holsten says, "I'm nervous every time I look at these numbers and the numbers keeps going up. I've got to take that money from other available revenues that could be used to provide services to residents."
She says there is some good news: gas costs are down $15,000-$20,000 from last year.
"These days every little bit counts."
